Basic Characteristics:

Intersectoral project (beneficiaries are different Slovene sectors and institutions with competences in the priority fields of chemical safety: Ministry of Health/National Chemicals Bureau, Ministry of the Environment and Spatial Planning, Ministry of Defence - Administration of the RS for Civil Protection and Disaster Relief, Ministry of the Interior, Ministry of Labour, Family and Social Affairs, different inspectorates, National Institute of Public Health, Institute of Public Health Maribor, Poison Control Centre, etc.)

Note: approximately 60 experts from about 10 EU Member States have been involved in the project. During several short term visits to Slovenia they have supported Slovene intersectoral working groups which cover individual project parts.

Working elements:

  • Horizontal Intersectoral Compatibility of the Legislation - exploration and elimination of gaps, overlaps and contradictions among different acts and other pieces of legislation in responsibility of different governmental sectors to increase horizontal integrity and efficiency of the whole set of chemical safety legislation; recommendations for improvements of different individual acts (e.g. biocidal act), proposal for soft instruments (guidelines and standards);

  • National Programme on Chemical Safety – finalization of the strategic national programme document and of the corresponding action plans; actors and financial needs; the document covers national priority fields in the area of chemical safety: integrated chemical safety legislation, integrated chemical inspection, chemical accidents, waste chemicals, safety and health at work with chemicals, integrated monitoring of chemicals pollution;

  • Toxicology/Ecotoxicology – organization of an intensive 3-week training course in the field of toxicology/ecotoxicology and some other toxicology training courses (e.g. in the area of food safety); preparation of a curriculum for a postgraduate study on toxicology; preparation of an awareness raising media campaign concerning chemical safety;

  • Integrated Chemical Inspection - training of inspectors, samplers and laboratory staff concerning different technical aspects to improve effectiveness of the enforcement mechanisms and to harmonize the approach of different inspectorates; joint inspections;

  • Integrated Monitoring of Chemicals Pollution (focus on water) - preparation of a proposal for linking of the existing sources of water pollution monitoring data; preparation of an organigram with a proposal for better data exchange, recommendations for data harmonization;

  • Chemical Accidents – advise on harmonization with the last amendment of the Seveso II Directive (especially regarding land use/spatial planning and quality of safety reports); review and comment the prepared safety report of one Slovene Seveso company; workshop on the European project ARAMIS (risk assessment methodology); workshop on preparedness and response of medical rescue teams in case of chemical accidents; 

  • Waste Chemicals - preparation of a comprehensive guideline for operation of the sites for separate collection of hazardous fractions of municipal waste (as examples, three containers for separate collection have been purchased in the supply part of the project for three local communities); recommendations for public awareness raising campaigns on the local level accompanying the separate collection of hazardous waste; workshop for local communities (presentation of technical, financial and psychological aspects of separate collection of hazardous waste);

  • Safety and Health at Work with Chemicals - revision of the Slovene rule on carcinogens at work place and harmonization with the last amendment of the Directive; preparation of practical guidelines (e.g. on limit values of chemical agents at work, for risk assessment of work place with chemicals); presentation of the prepared guidelines in a national workshop;

  • General Activities - REACH conference (at the beginning and at the end of the project), kick-off meeting, national workshop in the middle of the project, final conference for the presentation of final project results with broad national and international participation.

 

PURCHASE OF EQUIPMENT

 

  • Waste Chemicals - three example containers for separate collection of hazardous fractions of municipal waste for three local communities

  • Enforcement and Monitoring of Chemical Pollution - laboratory equipment for analyses of inspection samples and samples for monitoring of chemicals pollution (equipment with the capability to detect pollutants in very low concentrations, equipment for the preparation of samples, system for temperature control in laboratory systems etc.), recipients are two public institutes;   

  • Chemical Accidents - software for modelling the consequences of major industrial accidents; some missing pieces of equipment for one mobile laboratory unit; CD with a database on medical treatment of the intoxicated persons for the Poison Control Centre;  some stationary computers with higher capacity;

  • Integrated Chemical Inspection - lap tops for inspectors from different inspectorates that are carrying out the control over different fields of chemical safety (for the on site use during inspections); software for classification and labelling of chemicals.
